Summary

This PR introduces early support for HarmonyOS Next platform, enabling React Native apps to build and run on HarmonyOS devices.

• added @rock-js/platform-harmony with build:harmony and run:harmony commands that run Hvigor, ohpm, and hdc with debug and release build modes
• extended CLI to support HarmonyOS platform alongside iOS and Android
• created HarmonyOS project template with proper configuration files
• extended build cache to support HarmonyOS artifacts
